In Uttar Pradesh the building plan must be prepared and signed by a licensed technical person registered with the development authority, such as an architect or engineer. An architect designs the house you live in; a structural engineer makes sure it stands. Most new houses need both.
Who can sign your building plans
Under Uttar Pradesh's building bye-laws, plans submitted to a development authority such as the KDA in Kanpur or the LDA in Lucknow are prepared and signed by a licensed technical person: a professional, such as an architect or engineer, registered with that authority. The structure also needs a design from a qualified structural engineer.
The state revised its bye-laws in 2025 and simplified approval for smaller residential plots. What applies to you depends on your plot's size, use and zone, so confirm it with your development authority, or ask your architect to, before you start.
Who can call themselves an architect
Under the Architects Act, 1972, only someone registered with the Council of Architecture (COA) can use the title "architect" in India. A draughtsman, contractor or engineer who "makes maps" is not an architect unless they are on the COA register, which you can check online.
What each professional does
| Architect | Civil / structural engineer | |
|---|---|---|
| Trained in | Planning, space, light, climate, materials, building rules | Structure, loads, foundations, materials strength |
| Designs | Layout, rooms, elevations, sections, details | Columns, beams, slabs, footings, reinforcement |
| Answers | Will the house work for your family and your plot? | Will the house stand safely? |
| Approvals | Prepares and submits plan drawings | Provides the structural design and certificate where required |
Do you need both?
For a new house, usually yes. An engineer alone can produce a safe structure but rarely spends time on how morning light reaches the kitchen or how the plan follows Vastu. An architect alone cannot certify that the slab will carry its load. The best results come when they work together from the first drawing.
When an engineer alone may be enough
- Repeating a proven plan on an identical plot
- Adding a floor to a house whose layout you are happy with, after a structural check
- Small, purely structural repairs
Even then, if the work needs a fresh approval, check who the development authority accepts as the signing professional.
Where the contractor fits
The contractor builds what the drawings show: they hire labour, buy materials and run the site. A contractor is not a designer, and a house designed by the person who will also build it has no independent check on quality or cost.
| Order | Who | Why at this stage |
|---|---|---|
| 1 | Architect | Turns your plot, brief and budget into a plan, and prepares the approval drawings |
| 2 | Structural engineer | Designs the structure for that plan, working with the architect |
| 3 | Contractor | Prices and builds from a complete set of drawings |
Bringing the contractor in last means every contractor quotes for the same drawings, so you can compare prices fairly, and the architect can check on site that the work matches what was drawn.
Common questions
- Who should I hire first to build a house?
- The architect. The plan, approval drawings and structural design should be ready before contractors quote, so their prices cover the same scope.
- Can a contractor design my house?
- Many offer to, but a contractor is not a registered architect, and you lose the independent check on quality and cost that a separate designer provides.
